FAA gets Surface Awareness Initiative into 100 towers, with 44 more due in 2026

The Federal Aviation Administration has deployed its Surface Awareness Initiative at 100 air traffic control towers, taking the programme to about 45% of its planned 220-airport footprint as the United States accelerates runway surveillance modernisation across airports that previously lacked comparable surface-tracking capability.

The Federal Aviation Administration (FAA) has reached a major deployment milestone in its runway-safety modernisation programme, with the Surface Awareness Initiative now operational at 100 air traffic control towers across the United States.

The September 2 milestone means approximately 45% of the 220 airports planned to receive Surface Awareness Initiative technology now have the system. The FAA plans another 44 installations by the end of 2026, which would lift coverage to 144 airports, or roughly 65% of the planned network, before the remaining deployments continue toward completion through 2028.

The technology gives controllers a real-time representation of aircraft and suitably equipped vehicles moving across an airport surface, including when weather or line-of-sight conditions make direct visual monitoring more difficult. Surface Awareness Initiative systems use Automatic Dependent Surveillance-Broadcast data to display traffic at airports that historically lacked more sophisticated surface surveillance technology.

Some of the latest airports to receive the capability include Ann Arbor Municipal Airport, Billings-Logan International Airport, Gulfport-Biloxi International Airport, Greenville-Spartanburg International Airport and Corpus Christi International Airport. The FAA did not identify which individual airport represented the exact 100th installation.

Why does getting surface surveillance into 100 towers materially change the FAA runway-safety network?

The significance of Surface Awareness Initiative is that it extends surveillance capability to a category of airport that historically operated without the type of surface-tracking systems available at some of the largest US hubs.

Controllers can already communicate with aircraft and monitor traffic using established procedures, but surface surveillance adds a continuously updated visual picture of aircraft and properly equipped vehicles operating on or around runways and taxiways. That becomes particularly valuable when an aircraft or vehicle is obscured by buildings, darkness, weather or other limitations on direct visibility.

The FAA says the full 220-airport rollout will complete surface-surveillance coverage across airports with FAA-operated towers. Once that programme is finished, the capability will therefore move from being concentrated at selected facilities toward becoming a much broader element of the national airport safety architecture.

The deployment rate has also accelerated considerably. An FAA update from 2025 said Surface Awareness Initiative was operational at only 18 airports, while the September 2026 figure stands at 100. The comparison is not a perfectly uniform installation-period calculation, but it demonstrates how rapidly the programme has moved from early deployment into large-scale rollout.

How does Surface Awareness Initiative work without installing a traditional airport radar system?

The programme relies heavily on Automatic Dependent Surveillance-Broadcast, or ADS-B, rather than recreating the heavier infrastructure associated with earlier airport surface-detection systems.

ADS-B-equipped aircraft transmit their position and identification information, while airport vehicles fitted with compatible Vehicle Movement Area Transponders can also be represented on controllers’ displays. That allows personnel in a tower to see both aircraft and identified ground vehicles on the same operating picture.

The design is important commercially because it enables the FAA to deploy surface-awareness capability across a much larger number of airports without necessarily replicating the cost and physical infrastructure of traditional surveillance systems at every site.

Saab is among the technology providers participating in the programme. In June 2025, the company said the FAA had selected its Aerobahn Runway and Surface Safety service for another 26 US airports under a Surface Awareness Initiative deployment block. Saab described its implementation as cloud-based and built partly around technology developed through earlier FAA surface-surveillance programmes.

That creates an interesting technology transition inside air traffic management. Systems that were once associated with expensive airport-specific infrastructure are increasingly incorporating commercial software, cloud architecture, ADS-B feeds and more standardised deployment models.

Why is airport-vehicle tracking becoming a bigger part of the FAA’s runway safety strategy?

Aircraft are only one side of the runway-incursion problem. Fire vehicles, maintenance equipment, airport operations vehicles and other ground traffic can also enter movement areas, creating a need for controllers to identify where those vehicles are and what they are doing.

The FAA is consequently expanding Vehicle Movement Area Transponder deployment alongside the Surface Awareness Initiative. It has said approximately 1,900 FAA vehicles at airports with existing or planned surface surveillance are to be equipped so their identities and call signs appear directly on controller displays rather than appearing merely as unidentified objects.

The agency accelerated that vehicle-equipment effort following the March 22, 2026 accident at New York’s LaGuardia Airport in which an Air Canada aircraft struck an unequipped Aircraft Rescue and Firefighting vehicle after landing. The FAA has described the vehicle-transponder programme as one of the measures intended to improve identification and situational awareness on airport surfaces.

Surface Awareness Initiative should therefore be viewed as part of a wider runway-safety technology stack rather than a standalone display programme.

The FAA is also deploying Approach Runway Verification systems and Runway Incursion Devices. As of September 2, Approach Runway Verification was operational at more than 260 air traffic facilities and Runway Incursion Devices at more than 56 control towers.

What does the next 44-airport deployment wave mean for airport technology suppliers?

The immediate programme arithmetic is substantial.

With 100 towers operational and 44 additional airports scheduled by year-end, the FAA intends to add almost half as many installations again within roughly four months. Reaching 144 would still leave 76 of the planned 220 airports for later phases, giving the programme a meaningful remaining deployment runway into 2027 and 2028.

That continuing rollout creates opportunities not only for surface-surveillance system suppliers but also for ADS-B hardware, vehicle transponders, communications equipment, integration, software maintenance, tower displays and associated technical services.

The commercial opportunity must nevertheless be assessed carefully. The FAA’s 220-airport target is a programme footprint rather than a single disclosed contract being awarded to one vendor, and several suppliers can participate in different installations.

For airport technology companies, the larger strategic point is that surface surveillance is moving deeper into the US airport network. The programme has now passed the demonstration phase, crossed 100 operational towers and is headed toward coverage of every FAA-towered airport targeted by the initiative.

The next question is no longer whether the technology will be widely deployed. It is how quickly the remaining 120 installations can be completed and whether the expanded surveillance network produces measurable improvements in runway situational awareness as traffic continues to grow.
