The Livorno bio-refinery project includes constructing three new facilities: a feedstock pre-treatment unit, a 500,000 tonnes/year Ecofining plant, and a hydrogen production facility from methane gas. This development is a critical part of Eni’s decarbonization strategy, targeting carbon neutrality by 2050 and expanding bio-refining capacity significantly by 2030.

Eni’s strategic decision to convert the Livorno refinery aligns with its goal to future-proof the site for production and employment. The transition involves halting crude oil imports and shutting down lubricants production lines and the Topping plant, while ensuring fuel distribution through imported finished and semi-finished products.

Preparatory work is underway, with construction set to begin post-regulatory approval. The bio-refinery is expected to be operational by 2026. It will process biogenic feedstocks, predominantly vegetable waste and residue, to produce hydrogenated biofuels like HVO diesel, HVO naphtha, and bio-LPG.
