The clearest metrics will be pedestrian uptake, road-level crossing behaviour and accident data around the junction. If the majority of Metro and court users switch to the elevated route, the project will have achieved its most basic objective.
Authorities can also examine whether vehicle movement around Madhuban Chowk improves during peak court and commuting periods. Even a modest reduction in pedestrian-vehicle conflicts could deliver benefits disproportionate to a ₹9.62 crore project cost.
The broader lesson could apply elsewhere in Delhi. Metro expansion has created many stations beside wide arterial roads, but station construction does not automatically solve the final few hundred metres of a journey.
Madhuban Chowk is therefore a small infrastructure story with a larger urban-planning implication. Delhi has already built the expensive rail network and arterial road; this project tests whether a relatively inexpensive pedestrian layer can make those assets work together more effectively.
