Lake Powell has fallen below its previous record low as the Colorado River system enters a critical new phase, leaving Glen Canyon Dam roughly 30 feet above the level where normal hydropower generation becomes impossible and intensifying pressure on seven U.S. states to agree on long-term water cuts.
