Rayonier Advanced Materials’ earnings are recovering. Why are 425 Témiscaming jobs being idled?

RYAM will idle about 425 Témiscaming workers after new 50% U.S. tariffs hit mill economics. Find out what the shutdown means.

Rayonier Advanced Materials Inc. (NYSE: RYAM) is preparing to temporarily shut its remaining industrial operations at Témiscaming, Quebec, from September 15, placing approximately 425 jobs at risk as new United States tariffs compound already difficult pulp and paper economics.

The company attributed the indefinite economic shutdown to the impact of additional U.S. tariffs of 50% imposed on certain Canadian goods, together with persistent pressure across pulp and paper markets. Around 400 unionised employees are expected to be affected, alongside managers and other workers connected to the site.

The shutdown is especially consequential because Témiscaming is a major employer in the local community. It also arrives as Rayonier Advanced Materials’ consolidated financial performance is beginning to improve: second-quarter net sales increased 11% year on year to $376 million and adjusted EBITDA rose 43% to $40 million.

The workforce reduction therefore exposes a critical distinction between corporate recovery and individual-asset economics. Rayonier Advanced Materials can improve at group level while still determining that one Canadian industrial complex cannot operate economically under the new trade environment.

Why is Rayonier Advanced Materials temporarily shutting its Témiscaming operations?

Rayonier Advanced Materials said the new U.S. tariff regime had left the Témiscaming site without an economically viable path to continue normal operations. The company plans to halt the remaining activities at the complex from September 15 for an undetermined period, while certain utility operations including wastewater treatment and Boiler No. 4 are expected to continue.

The latest tariffs intensified pressures that existed before the August announcement. Pulp and paper markets have already been challenging, and Rayonier Advanced Materials has spent several years changing the configuration of its Canadian assets.

In 2024, the company indefinitely suspended high-purity cellulose operations at Témiscaming. Rayonier Advanced Materials subsequently disclosed that the earlier suspension generated approximately $19 million of one-time operating charges, including $8 million in mothballing costs, $6 million in severance and other employee expenses, and $5 million of additional costs.

The current action goes further by temporarily halting the remaining industrial activities that had continued operating after the earlier cellulose shutdown.

That history is important because the latest tariff shock did not suddenly turn an otherwise uncomplicated growth asset into a problem. Instead, it appears to have pushed an already challenged industrial site beyond management’s acceptable economic threshold.

How many workers will be affected by the Témiscaming shutdown?

Local reporting places the total employment impact at approximately 425 workers. Around 400 unionised positions are expected to be idled, with managers and other employees also affected.

The suspension is described as temporary, so it would be inaccurate to characterise all 425 positions as permanent layoffs. However, Rayonier Advanced Materials has not provided a date for restarting production, leaving workers and the local economy facing an open-ended period of uncertainty.

The impact also reaches beyond direct employment. Contractors, forestry businesses, transportation companies and suppliers linked to the mill are exposed to the reduction in industrial activity, meaning the economic footprint of the shutdown could extend materially beyond Rayonier Advanced Materials’ payroll.

For Témiscaming, that concentration risk is significant. A large industrial employer suspending operations can affect everything from forestry activity and freight demand to local retail spending and municipal finances.

Why is RYAM shutting a major facility when its second-quarter financial results improved?

Rayonier Advanced Materials’ second-quarter earnings show that the wider company entered the tariff disruption with improving momentum.

Net sales reached $376 million, up 18% sequentially and 11% from the corresponding period of 2025. The loss from continuing operations narrowed to $33 million from $81 million in the first quarter, while adjusted EBITDA from continuing operations increased to $40 million from $8 million sequentially and was 43% higher year on year.

Cellulose Specialties pricing improved 21% from a year earlier, and volumes increased 19% sequentially. Management said the second-quarter performance exceeded its expectations and maintained its broader full-year trajectory.

However, consolidated recovery does not mean every asset produces an acceptable return. A 50% tariff can fundamentally change the economics of products crossing a border, particularly in industries such as pulp and paper where freight, energy, fibre and other production inputs already consume a substantial portion of revenue.

The decision to halt Témiscaming therefore appears consistent with a more disciplined approach to capital allocation. Running a facility simply to preserve volume can destroy value if tariffs and weak market pricing make incremental production uneconomic.

How does the Témiscaming shutdown fit into Rayonier Advanced Materials’ strategic review?

The timing becomes more important because Rayonier Advanced Materials is already conducting a strategic review of its business.

In its second-quarter results, the company said that review remained its top priority and that it expected to communicate a clearer path forward during the fourth quarter of 2026.

Témiscaming has been part of Rayonier Advanced Materials’ portfolio debate for years. The company began exploring strategic alternatives for certain paperboard and high-yield pulp businesses before the latest tariff escalation, meaning the facility’s future was already being assessed against the group’s broader capital requirements and portfolio strategy.

The August shutdown could therefore become more than a temporary response to trade policy. Unless tariffs change or operating conditions improve sufficiently, management may eventually need to decide whether Témiscaming can justify additional investment, requires a different ownership structure or should remain idled for an extended period.

The company has not announced such an outcome, making any permanent-closure conclusion premature. But the lack of a restart timetable gives the strategic review considerably greater importance for workers and investors.

What is investor sentiment toward RYAM after the 425-job shutdown announcement?

Rayonier Advanced Materials shares closed at $8.41 on August 26, down 2.32% for the session as news of the Témiscaming decision emerged. The stock subsequently recovered, reaching $8.60 on August 28 before closing at $8.59 on August 31.

That relatively muted reaction suggests investors have not treated the shutdown as an immediate threat to the group’s wider recovery. The stock’s ability to recover after the initial decline may also indicate recognition that suspending uneconomic production can protect cash even though the social consequences are severe.

Sentiment nevertheless remains tied to several unresolved issues. Investors need clarity on the strategic review, the duration of the Témiscaming shutdown, the trajectory of U.S.-Canada trade policy and whether the second-quarter improvement in EBITDA can continue.

For Rayonier Advanced Materials, the central challenge is now to demonstrate that financial recovery can survive both trade disruption and further portfolio restructuring. For Témiscaming’s approximately 425 affected workers, the more immediate question is simpler and considerably harder: whether “temporary” eventually comes with a restart date.
