Eco Buildings (AIM: ECOB) advances first Rolling Hills block as €13.2m programme dwarfs 2025 revenue

Eco Buildings Group expects the structural work on its first Rolling Hills apartment block to be completed in early Q4, advancing a six-building programme worth approximately €13.2 million against 2025 revenue of only €2.4 million.

Eco Buildings Group PLC (AIM: ECOB) has moved the first apartment block at the Rolling Hills development in Tirana onto its fourth and final floor, with completion of the structure expected during early Q4 2026. The wider programme comprises six apartment buildings and carries an estimated total contract value of approximately €13.2 million, although Eco Buildings currently has firm contracts for the first two blocks and expects to finalise contracts for the remaining four before the end of 2026.

Each building contains 18 apartments of roughly 100 square metres and is expected to generate approximately €2.2 million of revenue. Eco Buildings has already manufactured enough glass-fibre-reinforced gypsum wall panels to complete the first block and is building inventory for the second, while management expects construction times to improve as the largely identical buildings move through the production system.

Why is the €13.2 million Rolling Hills programme so important relative to Eco Buildings’ existing revenue?

The answer is scale. Eco Buildings generated approximately €2.4 million of revenue during 2025 as its Albanian manufacturing operation produced more than 82,000 square metres of wall panels. The six-block Rolling Hills programme therefore represents potential revenue equivalent to roughly 5.5 times the group’s entire 2025 turnover.

Even the first €2.2 million apartment block is almost equivalent to one full year of the company’s 2025 revenue. That makes project delivery materially more significant than it would be for a mature construction group with hundreds of millions of euros in turnover.

There is an important qualification. The full €13.2 million is not yet entirely contracted. Eco Buildings has firm arrangements for the first two blocks, implying approximately €4.4 million of expected revenue, while contracts for the remaining four are still expected rather than guaranteed. Investors should therefore distinguish contracted revenue from programme opportunity.

The September update is nevertheless useful because it shows the first contract advancing physically rather than remaining an order-book announcement. Completing structures, manufacturing panels and building stock for the second block are tangible execution milestones.

Can Eco Buildings turn its GFRG manufacturing technology into a repeatable construction model?

That is the central strategic argument. Eco Buildings uses glass-fibre-reinforced gypsum panels manufactured off-site and then assembled into structures, with the aim of reducing construction times and creating a more industrial process than conventional on-site building techniques.

Rolling Hills provides an unusually useful demonstration because subsequent apartment blocks are designed to be largely identical. Once the first structure establishes the workflow, management believes manufacturing and assembly can be optimised, potentially reducing construction time for blocks two through six.

Repeatability matters more than simply completing one luxury development. The long-term value proposition rests on producing a standardised construction system that can serve affordable housing, workforce accommodation and higher-end residential projects across multiple markets.

Eco Buildings is also constructing a second AI-enabled manufacturing line in Durrës using proceeds from a £2.35 million fundraising. The company said in August that the line remained scheduled to become operational during Q4 2026.

If that additional capacity comes online while Rolling Hills ramps through multiple blocks, investors would receive a much clearer test of whether the business model can scale beyond a single manufacturing line and a single project.

What does Rolling Hills mean for ECOB shares after a volatile 12 months?

Eco Buildings has been extremely volatile. Recent delayed London data showed the shares around 10.25p, giving the company a market capitalisation of roughly £15 million, while the 52-week range stretched from 3.7p to 24.8p.

That range reflects the market’s uncertainty about execution. A €13.2 million programme is highly material to a £15 million company, but it is also not the same thing as €13.2 million of profit. Manufacturing costs, installation expenses, working capital and project timing will determine how much economic value the contracts actually create.

The shares therefore remain sensitive to evidence that the company can move from signed projects into invoiced revenue and cash receipts. The first-block completion milestone matters because it shortens that distance.

Could the proposed villa development become larger than the apartment contract itself?

Eco Buildings said the six apartment blocks are a precursor to a larger associated villa development and that discussions with the developer are already under way. No financial value or firm contract has yet been disclosed, so investors should treat that opportunity as prospective rather than part of the contracted backlog.

Strategically, however, successfully delivering Rolling Hills could be more important than the first €2.2 million of revenue. A completed showcase project for Balfin Group could provide evidence of build quality, timetable performance and scalability that Eco Buildings can use when bidding for additional work in Albania and internationally.

That is why September 14 represents a useful transition point. Eco Buildings has spent several years explaining its construction technology and manufacturing proposition. Rolling Hills is beginning to provide the operational evidence needed to determine whether that technology can support a repeatable commercial platform.

The next tests are straightforward: complete the first block, execute the second, convert the remaining four contracts and demonstrate that faster delivery does not come at the expense of margins or cash generation.
