Biden Administration allocates $196m to modernize US gas pipelines

The Biden-Harris Administration has committed $196 million in grants to modernise and repair ageing natural gas pipelines across 20 states in the United States. This funding, sourced from the 2021 Bipartisan Infrastructure Law, is aimed at enhancing safety, reducing methane emissions, and cutting energy costs for American households. The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) is spearheading the initiative, emphasising the urgent need for infrastructure upgrades nationwide.

Major Investments in Key Cities

Among the significant recipients, Philadelphia Gas Works has been granted $40 million to replace 32 kilometres of high-risk cast-iron pipes. The project is expected to reduce energy bills by an average of $250 per household annually. In Virginia, the City of Richmond was allocated $15.7 million for the overhaul of its natural gas mains, integrating corrosion-resistant materials and advanced technology to boost system resilience.

Toccoa Natural Gas, covering ten communities in Georgia and two in North Carolina, received $6.4 million for the replacement of outdated service lines. This upgrade is projected to save customers up to $915 on their energy bills over the coming years. Similarly, Tallahassee, Florida, secured $6.4 million to modernise its system, replacing 79 kilometres of service and main lines with high-density polyethylene pipes, a step aimed at ensuring longevity and safety. Meanwhile, Sterling City, Texas, was allocated $3 million for the replacement of 18 kilometres of high-risk bare steel pipes.

PHMSA’s Comprehensive Infrastructure Modernisation Programme

These grants form part of PHMSA’s Natural Gas Distribution Infrastructure Safety and Modernization programme, launched under the Biden Administration’s 2021 Bipartisan Infrastructure Law. The legislation earmarks $1 billion over five years specifically to address safety risks associated with outdated gas infrastructure, focusing on community-owned systems that are often most vulnerable. PHMSA Deputy Administrator Tristan Brown stated that the funding prioritises underserved and rural areas, ensuring communities receive the resources needed to replace legacy pipelines and protect residents from hazards.

Since the programme’s inception in 2022, PHMSA has distributed nearly $800 million across 227 projects in 29 states. These initiatives aim to repair and replace over 1,600 kilometres of pipelines, with the goal of cutting methane emissions by around 1,000 metric tonnes each year. Methane, which is significantly more potent than carbon dioxide in terms of global warming potential over two decades, has become a focal point of the Biden-Harris Administration’s environmental policies.

This latest funding aligns with the broader U.S. Methane Emissions Reduction Action Plan, part of the administration’s clean energy and climate agenda. PHMSA’s projects are anticipated to create thousands of jobs, supporting communities in both urban and rural areas while reducing energy costs for consumers nationwide.
