BHEL commissions two units of Bhutan’s Punatsangchhu-II hydroelectric project

Bharat Heavy Electricals Limited (BHEL), a leader in power generation technology, has reached a significant milestone with the successful commissioning of two units at Bhutan’s Punatsangchhu-II Hydroelectric Project (PHEP-II). This achievement marks another chapter in the robust collaboration between India and Bhutan in renewable energy development.

The project, executed under a bilateral agreement between the Government of India and the Royal Government of Bhutan, is a landmark greenfield initiative located in Bhutan’s western Wangdue district. Once fully operational, the 6×170 MW hydroelectric plant will be a cornerstone of sustainable energy in the region, promising to meet growing demands while bolstering the local economy.

Hydroelectric Power Commissioning: A Technological Feat

BHEL’s scope of work in PHEP-II demonstrates its technical expertise and expansive manufacturing capacity. The two newly commissioned units were synchronised in mid-December 2024, aligning with Bhutan’s National Day celebrations. The event was graced by Lyonpo Gem Tshering, Bhutan’s Minister of Energy and Natural Resources and Chairman of the Punatsangchhu-II Hydroelectric Project Authority (PHPA-II).

The hydroelectric project is distinguished by its advanced Francis Turbines, designed to operate at a rated head of 241 meters—the highest in Bhutan for this turbine type. These turbines, integral to the plant’s operations, highlight BHEL’s ability to adapt cutting-edge technologies to complex terrain and operational demands. When all six units are operational, the plant is expected to generate an impressive 4,357 gigawatt-hours of electricity annually, advancing Bhutan’s renewable energy output significantly.

Strengthening India-Bhutan Renewable Energy Collaboration

For decades, India and Bhutan have nurtured a strong partnership in harnessing hydroelectric power, with India playing a pivotal role in Bhutan’s energy infrastructure development. BHEL’s contributions, which include prominent projects such as the 4×84 MW Chukha, 6×170 MW Tala, and 4×180 MW Mangdechhu, have cemented its status as a key player in Bhutan’s energy sector.

Currently, nearly 89% of Bhutan’s installed hydroelectric capacity has been developed with BHEL’s involvement. The Punatsangchhu-II project, alongside the ongoing Punatsangchhu-I Hydroelectric Project, underscores the commitment of both nations to energy sustainability and cross-border collaboration.

This partnership is not just about electricity generation but also about Bhutan’s long-term economic self-reliance. Bhutan exports a substantial portion of its surplus electricity to India, generating crucial revenue and supporting its national economy.

BHEL’s execution of PHEP-II extends beyond turbine installation. The company was responsible for designing, manufacturing, and commissioning the plant’s electro-mechanical works, including vertical Francis Turbines, synchronous generators, generator transformers, and control and monitoring systems. These components were sourced from BHEL facilities in Bhopal, Bengaluru, Rudrapur, and Jhansi, showcasing the company’s expansive manufacturing network.

The on-site commissioning was handled by the Power Sector-Eastern Region division, headquartered in Kolkata. This strategic integration of resources and expertise underscores BHEL’s ability to execute large-scale international projects seamlessly.

The equipment supplied meets rigorous environmental and operational standards, ensuring durability and efficiency in Bhutan’s challenging topographical and hydrological conditions. By leveraging advanced technologies and expertise, BHEL continues to solidify its standing as a global leader in renewable energy infrastructure.

Global Reach in Sustainable Energy

Beyond Bhutan, BHEL has established itself as a trusted partner for hydroelectric projects across South Asia and beyond. The company has completed over 3.8 GW of hydro projects internationally, with an additional 2.8 GW currently under execution. Notable projects include the 4×225 MW Arun-3 Hydroelectric Project and 2×20 MW Rahughat project in Nepal.
