What TCS’ extension with SPARSH means for defence pensioners in India

TAGS

Tata Consultancy Services has solidified its role as a transformative force in India’s public service ecosystem by extending its partnership with SPARSH (System for Pension Administration – Raksha) for three years. The initiative, launched by the Government of India, serves over 30 lakh retired defence personnel, streamlining pension disbursement and ensuring transparency.

Driving efficiency through digital transformation

Since its rollout in October 2020, SPARSH has drastically reduced pension processing timelines, cutting the average from 12–18 months to just 14 days. TCS introduced a robust, secure digital infrastructure enabling the system to disburse pensions with unprecedented efficiency. First-time pension approvals, which previously required weeks of processing, now take as little as five to seven days.

One of SPARSH’s landmark achievements is the rapid implementation of the One Rank One Pension (OROP) scheme. TCS’ digital framework ensured the seamless disbursement of OROP benefits to 1.8 million eligible pensioners in just 15 days—down from six to eight months. This milestone reflects SPARSH’s capability to adapt to large-scale, complex requirements.

Cost savings and scalability

SPARSH has saved the Indian government approximately ₹250 crore annually by centralizing the pension disbursement process and eliminating intermediary bank charges. Additionally, the digitization of over 100 years of historical records has enhanced transparency, ensuring pensioners have easy access to real-time information.

Under the extended contract, Tata Consultancy Services will maintain the SPARSH system’s hardware and software while introducing advanced updates. The company is also in discussions to develop a digital solution to facilitate reverse payments for cases involving overpayments, further demonstrating its focus on creating robust and scalable solutions for government programmes.

Expert perspectives on SPARSH’s success

Girish Ramachandran, President – Growth Markets and Public Services at Tata Consultancy Services, emphasized that the SPARSH initiative exemplifies the company’s commitment to using technology for social impact. He highlighted how efficient digital solutions not only deliver transparency but also redefine public service benchmarks.

A global leader in pension transformation

Similarly, the company signed a 15-year contract with the Department of Social Protection in Ireland to redesign its pension system for 8 lakh beneficiaries.

As TCS continues to innovate and refine SPARSH, its extended partnership promises to deliver even greater benefits to pensioners and the government alike, reinforcing its legacy as a trusted partner in India’s digital transformation.
