Victorian Premier Ben Carroll has doubled Labor's proposed free public dental clinic network from 10 to 20 facilities ahead of the November 28 state election. The expanded programme is intended to serve more than 200,000 people annually, although workforce shortages and delivery costs could become major challenges.
