The Mauritius Prime Minister’s Office (PMO) has embarked on an ambitious journey to revolutionize its national identification system by enlisting a consortium led by Thales, which includes local IT provider Harel Mallac Technologies (HMT). This significant step aligns with the country’s 2030 digital strategy, aiming to enhance citizen services and increase identity security.
Integrating Cutting-Edge Technology for Enhanced Security
The collaboration is set to develop a comprehensive National ID system, drawing upon Thales’ vast experience from over 300 government projects globally. This modernization effort will see the implementation of a robust, end-to-end identity management solution that includes everything from citizen enrollment to both physical and digital ID issuance. This approach not only anticipates future technological evolutions but also strengthens defenses against potential identity threats.
Under a 10-year contract, Thales will deploy a powerful and modular Identity Management System. This system will facilitate the issuance of state-of-the-art electronic ID (eID) cards and a corresponding Digital ID Wallet app, enhancing the trust and privacy of daily interactions between citizens and public entities.
Streamlining Citizen Services with Digital Innovations
The modernization drive is characterized by a user-centric approach, beginning with a frictionless enrollment process that can be initiated online, saving valuable time at enrollment centers. The new eID cards will be equipped with the latest Thales embedded software and advanced security features, such as high-resolution color photos, to effectively combat forgery and identity theft. Additionally, self-service kiosks will be installed across various locations, allowing users to update their ID card information and manage their digital certificates conveniently.
The Digital ID Wallet, a secure mobile application, will enable citizens to store and share digital identity documents safely. Initially, the wallet will include digital versions of the identity card, and eventually, it will expand to include other official documents like birth and marriage certificates. This digital capability extends to signing documents electronically and accessing online government services securely.
Supporting Sustainability and Global Standards
In line with Thales’ commitment to sustainability, the production of Mauritius identity cards will adhere to an action plan focused on reducing the carbon footprint. This includes using 100% renewable electricity, optimizing energy consumption, and minimizing waste. Furthermore, the Mauritius project contributes to Thales’ offsetting program, supporting sustainable initiatives globally by compensating for carbon emissions from all its travel and ID solutions.
During the official launch of the national ID card system at the Sir Harilal Vaghjee Memorial Hall, Port Louis, on February 26, 2024, it was emphasized that the new system would increase citizen security and convenience, laying a solid foundation for supporting Mauritius’ digital transformation and economic growth.
The new Mauritius ID system is poised to be a benchmark in identity solutions, being the first in Africa to implement a fully interoperable Digital ID Wallet that adheres to international ISO standards. This pioneering approach not only elevates Mauritius on the global stage but also exemplifies how seamless integration of digital and physical identity verification methods can significantly enhance national security and public service efficiency.
