BPCL Polyols Petrochemical Project : Fluor bags PMC services contract
Fluor Corporation has bagged a contract to provide project management consultancy services (PMC services) for the Polyols Petrochemical Project in Kerala, India from Bharat Petroleum Corporation (BPCL).
BPCL is developing a polyols manufacturing project at its existing refinery and petrochemicals complex at Ambalamugal, near Kochi (BPCL Kochi Refinery) with an investment of INR11,300 crore ($160 million), as reported in The Hindu BusinessLine.
As per the contract, Fluor will undertake the front-end engineering and design of both the inside and outside battery limits as well along with a detailed design, engineering, procurement, and construction management services for the facility’s utilities and offsites.

As part of the Polyols Petrochemical Project, BPCL will build half a dozen new process units that will be integrated into the existing BPCL Kochi Refinery.
The six plants to be built at the Kochi refinery of BPCL are propylene oxide, propylene glycol, polyols, ethylene recovery unit, ethylene oxide/monoethylene glycol and cumene units.
Once completed, the expanded BPCL Kochi Refinery will have the capacity to produce propylene glycol, ethylene glycol and multiple grades of polyols based on 250 kilo tons per year of polymer grade propylene.
Fluor’s New Delhi office will lead the Polyols Petrochemical Project work and will be supported by its team of global experts.
Commenting on the BPCL Polyols Petrochemical Project contract, Murali Madhavan – executive director of BPCL Kochi Refinery, said: “BPCL is making major advancements at its Kochi Refinery to produce niche petrochemicals that are extensively imported into India to manufacture polyurethanes used in footwear, foam and other items.
“We are happy that Fluor, an internationally reputed engineering and consultancy organization, has been selected as the project management consultant for the project.”
